Lampard has proved himself as an excellent coach who can shape up the talent of young players. Considering it, the Blues could have saved money and gone for a raw cheap talent for the future. 2-3 players in the youth system of Chelsea are honing their crafts well. Management could have waited. Tammy Abraham and Mason Mount have performed way better than one thought. Batshuayi and Giroud have contributed well. But Tommy is lifting more load. A quality striker could have given him good support and help. 

Another point is that Dutch and English football is of different levels. Dutch soccer is slow and technical. EPL is more about power and pace. It is the most popular and toughest domestic league in the world. So fans are skeptical of the signing. 

Pedro and Willian are leaving. In this situation, Ziyech could fill the gap. His first year in London might be tough. In the long run, Moroccan could be a real game-changer for the Blues. This time, he is in the right club and in the right league for the rig.
